Awareness Campaign for the National Electoral Authority

In a complex and tense electoral context, transparency, inclusiveness, and citizen trust are major challenges in the Central African Republic. The National Electoral Authority (ANE), the body responsible for organizing elections, entrusted Pierre-Jean Fasan with the production of a 12-part educational video series aimed at supporting the process of inclusive elections in the CAR.
1. Objective: Strengthening Citizen Engagement and Participation
The main goal of these videos was to raise awareness among all citizens, including vulnerable populations (women, internally displaced persons, refugees), about their electoral role and mechanisms for participation. The initiative aimed to explain the election process, encourage voter registration, inform about voting day, and promote inclusiveness in a sometimes tense climate.
2. Tailored Storytelling Adapted to Local Contexts
Designed in close collaboration with the ANE, the videos feature relatable testimonials and clear messages tailored to local cultural dynamics. Each script is structured to ensure accessibility, respecting linguistic diversity and including subtitles to reach rural populations or those with limited internet access. The visual format blends citizen interviews, animated explanations, field scenes, and audio inserts for community radios, reinforcing message reception.
3. Comprehensive Process and Methodology
The project followed a proven methodology:
Field studies and definition of key messages
Participatory and collaborative scripting
On-location production in various Central African sites
Post-production with editing, visual and sound design
Multi-format distribution, including social media versions, local radios, and ANE platforms
Each stage was designed to reflect the country’s complex reality, amplify the population’s voice, and foster audience ownership.
4. Multichannel Distribution and Outreach
The produced content was disseminated via community radio, ANE’s online platforms, and social media, increasing its reach even in isolated areas. This multichannel approach allowed the campaign to reach broader audiences, including those less exposed to traditional media, and foster collective awareness.
5. Tangible Impact in a Fragile Democratic Context
This program forms part of the support provided to the ANE through projects from the European Union and UNDP, aiming to strengthen civic participation and the credibility of upcoming local elections in 2025. By contextualizing the content in relation to security, community, and institutional challenges, the videos became a key tool for mobilization and civic education.
